It's actually a simple answer. The thing with leaves is that the top layer is usually a covered surface to protect the leaf from drying out; it does it by not allowing any water to be transpired from the top because then a lot of water will be lost.
To regulate the transpiration and not lose all the water the leaves have at once, it only makes sense that the stomatas should be placed on the bottom of the leaf.
